This works in the same way a turbine does. The water hitting the lead portion of the stick loses little energy to the stick resulting in the spinning. The force of push of the stick spinning translates through the length of the stick faster than the now slower moving water flow. The angle of the stick's curve at the trailing end, (slightly different from the leading edge), allows the now rotating stick constant to exert more force against the slightly slow flow. Great video.

Actually this is a wooden piece of a herb. Garuda sanjeevani. It's working by Newton's third law.The way these two laws work together is the reason behind the exceptional behaviour of Garuda Sanjeevani.
